Supervise la mise en œuvre et du suivi des activités d'hygiène de l'eau et assainissement du projet selon les protocoles MSF , visant à améliorer les conditions de santé des populations ciblées.
Responsabilités
- Effectuer des évaluations en collaboration avec les équipes médicales, identifiant les besoins en eau et assainissement et offrant des recommandations au coordinateur de projet pour la CMT selon les constatations et réponses appropriées. Participer à l'élaboration des stratégies d'urgence et plans d'intervention en eau et assainissement, incluant les ressources, en collaboration avec les équipes médicales et logistiques.
- Offrir un soutien aux équipes logistique et médical dans leur identification, mise en oeuvre et suivi des activités d'hygiène et assainissement au sein des structures de santé et selon les protocoles de MSF (ex.: exigences fondamentales en eau et assainissement). Un soutien particulier pourrait être nécessaire pour s'assurer que les mesures de contrôles environnementaux sont définies en vue de répondre aux problèmes de contrôle d'infection liés aux patients avec des maladies hautement contagieuses.
- Mise en œuvre et suivi des activités d'hygiène et assainissement au sein des structures de santé et selon les protocoles de MSF (ex.: ingénierie de la Santé publique dans les cas d'urgence).
- Effectuer l'organisation physique du matériel et des outils utilisés dans les activités d'eau et assainissement hors des structures de santé, en particulier:
- Inventaire des stocks.
- Réception et préparation des bons de commande pour le matériel de l'eau, la assainissement et l'hygiène.
- Vérifier que les sommes reçues sont enregistrées.
- Vérifier les consommations mensuelles.
- Gérer l'équipe watsan impliquée dans les activités d'eau et assainissement hors des structures de santé en ce qui concerne:
- Participation à la sélection du personnel.
- Participation à la formation du personnel.
- S'assurer que le travail quotidien est bien effectué.
Éducation
Diplôme technique, spécialisation souhaitée en eau et assainissement.
Expérience
Expérience antérieure en travaux techniques.

Familiar with MSF basic standard tools and procedures (Difference between HF and VHF, estqblish radio contact, use of satellite phone, use and interpret an swvr meter)

Capable to define and manage the different phases in a renovation and/or construction project (temporary, semi-premanent and permanent atructures)
Sound knowlegde of MSF construction process
Able to draw a detailed diagram with dimension, orientation and elements of description
Able to guide the technical choice of materials
Able to provide maintenance of a building (up to 200m²) considering the integration of all the other relevant technical families (watsan, energy, etc.)
Good knowledge of local market in terms of materials, technicians, contractors, local law and istitutional actors
Capacity to do basic site planning for structure installation (temporary, semi-premanent and permanent structures)
Water, Hygiene and Sanitation
AUTONOMOUS
Explain the various mechanisms of disease transmission via water and excrement.
Be able to implement the “Essential WHS requirements for health structures” (except Vector Control).
Be able to perform water chlorination.
Know how to perform a batch assisted sedimentation (drop‐drop, SSD).
Be able to install/operate/maintain MSF pumps (motorised pump, submersible & cellar).
Be able to harvest water through “jetting” technology.
Understand the concept of Vector Control & how to use LNs.
Be able to set up a proper excrement management (calculate volumes, construction of various systems & concrete slabs).
Be able to set up proper a waste water facility (grease trap, infiltration systems).
Be able to set up a proper medical waste facility (+ follow‐up of construction of De Montfort incinerators)

Explain the safety principles of MSF.
Able to apply a safety plan at the project level and inform MSF personnel on the basic technical tools related to safety (use of automobiles, radio, etc.).
